Evaluation Services for the Evaluation of SSHRC’s Research-Based Knowledge Cluster

The objective of this short-term assignment (November 2016 - March 2017) is to prepare the final report of the evaluation of the SSHRC’s Research-Based Knowledge Cluster sub-program. The primary focus of the evaluation is on SSHRC’s Impact Awards. The evaluation will address five core evaluation issues: continued need for the program, alignment with government priorities, alignment with federal roles and responsibilities, achievement of expected outcomes, and demonstration of efficiency and economy. SSHRC performed data-collection separately using a mixed method approach of document review, administrative data/file review, and key informant interviews, and has prepared technical data reports. Universalia’s mandate is to review the evidence gathered; synthesise the data; develop findings; and prepare the draft and final evaluation reports.
