The water and sanitation program is an international partnership which aims to provide increased access to improved water and sanitation services for poor people living in rural and urban areas across the world. The objectives of this mid-term evaluation were to assess the implementation progress of the first two years of WSP’s five-year Business Plan FY11-15; assess the major factors, internal and external, which are influencing results either positively or negatively; draw key lessons learned; and recommend specific ways to help WSP better achieve the intended outcome of each Business Area and hence the overall objectives of its Business Plan. The assessment was made in terms of relevance, effectiveness and efficiency of the program related business plan and factors affecting performance. The assignment included in-depth data collection in ten of the 24 countries of operations.
