Dale Thompson has worked with Universalia since 1996 as a senior program evaluator. He has led or participated in assessments of large multi-donor platforms and trust funds such as the OCHA Emergency Response Fund, the United Nations Human Security Trust Fund, the World Bank Global Facility for Disaster Reduction and Recovery, the World Bank Global Road Safety Facility, the Commonwealth Fund for Technical Cooperation, the International Development Legal Organization.
Mr. Thompson is a former senior executive with expertise in organizational performance assessment, public sector modernization and governance improvement, and organizational restructuring. He held numerous senior executive positions in the federal government of Canada, culminating in responsibility for policy, planning and evaluation in one of Canada’s largest federal ministries. Since leaving government service in 1994, he has advised governments and international organizations in enhancing organizational performance and public sector modernization. He has advised the Office of the Secretary General of the United Nations, developing a strategic plan for the Human Security Unit and a framework for cooperation. He has advised UN OCHA and UN DESA in developing results frameworks and performance management systems, and has advised the World Bank Group, UNHCR, UNESCO, The Commonwealth Secretariat and the International Development Legal Organisation (IDLO) on their results-based management systems and approaches to assessing organizational performance.
