Practice La Francophonie

La Francophonie practice is dedicated to promoting Universalia's areas of expertise in the Francophonie space around the world. The practice adopts an intra & inter Universalia practice approach in all its work, contributing to the Sustainable Development Goals (SDGs) of the Agenda 2030 and bases its work on sustainable and responsible approaches.

It draws on a series of contextualized reference frameworks and tools, such as Universalia's Institutional and Organizational Assessment (IOA) model, the criteria and principles defined by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD), the norms and standards of the United Nations Evaluation Group (UNEG), etc.

The Francophonie practice develops partnerships with consulting firms and evaluation research institutes based in French-speaking countries. This arrangement enables North-South Francophone collaboration in the fields of evaluation, strategic planning, etc., alongside Universalia's rich, multi-sector expertise.

Services we provide within this practice area include:

  • Promote and conduct institutional and organizational evaluations in the Francophonie. The services offered are : Organizational and institutional diagnosis - Institutional capacity assessment - Human resources capacity assessment - Support for organizational restructuring - Support for change management - Strengthening learning systems - Training and technical assistance - Strategic consulting.
  • Promoting and carrying out program performance evaluations and quality assurance. Services offered are : Strategic planning - Implementation of monitoring & evaluation systems - Support in stabilizing the theory of change of strategies and programs - Implementation of program performance measurement frameworks - Formative and summative program evaluations - Quality assurance - Research and development - Knowledge products - Continuous improvement.
  • Promoting and conducting assessments of the SDGs in relation to human and environmental security. Services include: Environmental Peacebuilding Assessment - Peace and Conflict Impact Assessment (PCIA) - Political Economy Analysis - Formative and Summative Evaluation - Strategic Consulting - Research and Support - Training - Design Process, Dialogue and Facilitation.
  • Promoting and carrying out evaluations linked to gender equality and social inclusion. The services offered are : Evaluation, monitoring and learning - Gender equality and inclusion reviews - Gender mainstreaming - Organizational development - Strategic planning - Program design - Capacity building and mentoring - Policy analysis - Technical assistance.

  • Évaluation finale indépendante du Projet de transition de l’éducation en Union des Comores (PTEUC) financé par le Partenariat Mondial pour l’Éducation au cours de la période 2018 à 2022. UNICEF 2023.
