Philip Cox, has over 25 years of experience in monitoring, evaluation and RBM training and facilitation. A utilization focused evaluator, Mr. Cox draws heavily on a mixed methods approach – online surveying, key informant interviews, document analysis, facilitated group conversations and a range of participatory assessment tools. Much of his evaluation work employs theory based approaches and systems analysis techniques.
Since 1990, Mr. Cox has evaluated more than thirty separate projects in health, income generation, vocational training, climate change, water and sanitation, democratic development, institutional strengthening and community development. In at least half of these, environment, security and conflict transformation themes have featured prominently or as cross-cutting themes.
While maintaining an independent stance, Mr. Cox tries to engage project stakeholders more as co-evaluators, rather than subjects. The most successful evaluations, in his view, allow people from many walks of life to exchange views in an environment of trust and in the knowledge that good reflection can lead to better results. Mr. Cox is a seasoned trainer/coach in Results Based Management. He assists institutions and project teams to develop systems and routines to track and report on planned results.
Clients for his evaluation and performance management services include: the GCF, GEF, UNICEF, WFP, UNDP, United National Centre for Human Settlements (UNCHS), International Trade Centre, the Commonwealth Secretariat, Danish International Development Agency, several Canadian Government ministries (notably GAC), philanthropic organizations, and several Canadian universities and community foundations. He has worked in many different cultural settings in Canada, as well as in, Central and South Asia, the South Pacific, the Caribbean, Latin America and Africa.
