Dr. Silas Mvulirwenande is an Intermediate Consultant in the Performance Measurement Practice at Universalia Management Group. A specialist in the fields of Water Management and Innovation and Entrepreneurship Studies, with a background in Urban Environmental Management, Silas draws on 15 years of combined Research and Evaluation experience. He has worked at the intersection of understanding the dynamics of development, transformation and innovation and entrepreneurship processes and evaluating their performance in the context of International Development.

At Universalia, Silas leads and/or supports the acquisition and implementation of large consultancy assignments for a wide range of clients, spanning from governments to donor organizations and development banks, including the World Bank and the African Development Bank (AfDB), and the UN system.  He has solid Team Leader experience in Country program Evaluations and has held senior positions in assignments related to evaluation of global programs and partnerships. His most recent assignments include: the AfDB Rwanda Country Strategy and Program Evaluation 2012-2021, Evaluation of the Global Water Security & Sanitation Partnership (GWSP), Evaluation of the UNICEF Haiti Country Programme 2017-2021; Evaluation of the African Water Facility Trust Fund 2005-2018, and Evaluation of the UNICEF Tunisia Country Programme 2015-2019. Silas has conducted evaluation and research mandates in more than 10 countries in Africa, Latin America, Asia and Europe.

Silas has several peer-reviewed scientific papers and book chapters in areas of policy, capacity development, knowledge management, program evaluation, development innovation, business incubation and frugal innovation.

Before joining Universalia, Silas worked with the IHE Delft Institute for Water Education (previously known as UNESCO-IHE) in the Knowledge and Innovation Studies Chair Group, and the International Water Association (IWA) as a WASH programme Manager for West and Central Africa. Silas is Rwandan, currently living in Quebec Province/Canada; he also lived in the Netherlands for 10 years, with extended research-related stays in Uganda, Ghana, and Senegal. He is Fluent in English, French and Kiswahili.
