The assignment was intended to initiate a pilot process for building the RBM capacity of managers in key public sector implementing agencies in two countries (the Philippines and Peoples’ Republic of China). The aim was to ensure that managers understood the RBM approach to performance measurement and knew how to apply RBM tools and principles within their organizations in the management of ADB sector loans and/or technical assistance projects. As a side benefit, pilot training was also expected to provide ADB staff members with practical learning experiences and their own capacity building regarding the implementation and design of RBM systems within ADB partner countries. Participants in the pilot training conducted by Universalia were provided with a theoretical introduction to RBM as well as a range of practical tools for the concrete application of results based management approaches to ADB-funded programs (mainly in the energy and transportation sectors) valued at over $100 M USD.
