The consultancy designed and implemented a performance measurement system to track inputs, outputs, outcomes, and impacts of the Program to Support Implementation (PAI) and its relation to PRS indicators. The system included a software and database that was installed in the municipalities and line ministries. The program included five ministries: Education, Agriculture, Municipal Development, Family and Social Services, and Health. In Education, the system helped to track the inputs, outputs, and outcomes of the program in the 11 participating municipalities. A review and enhancement of the baseline survey and an impact evaluation were also carried out as part of the assignment. The impact evaluation gathered data on indicators such as: graduation rate from primary schools in rural areas, level of education in primary schools, number of years of schooling in the population from 10-19 years of age. The assignment entailed the design of performance monitoring software and database with the participation of key stakeholders. Training of stakeholders in the use of the system was also a key activity. This assignment was conducted in Spanish.
