Evaluation of the EU-LAC Cities Alliance for Drug Treatment

Universalia was commissioned by the Inter-North American Drug Abuse Control Commission (CICAD) to evaluate the management of the project, as well as its efficiency and effectiveness. This summative evaluation was intended to provide a critical analysis of the project’s formulation, design and implementation, and to assess the institutional and financial sustainability of the interventions financed by the project. Collecting lessons learned, this evaluation offered recommendations for the formulation and design of potential future projects in this area. This desk-based study consisted of document reviews to assess the logic model and results-chain of the project, as well as key informant interviews with stakeholders at CICAD and in the European and LAC cities involved in the project.
