Universalia was commissioned by the General Secretariat of the Organization of North American States (DPE/GS/OAS) to evaluate the OAS/CIDA Cooperation Plan 2008-2011, financed by the Canadian Agency for International Development (CIDA). During this evaluation, Universalia assessed the efficiency and effectiveness of the OAS/CIDA Cooperation Plan 2008-2011, focusing particularly on the delivery of the main outputs and achievement of the results of the five programs under the Cooperation Plan: i) The promotion of policy dialogue and Summit/Ministerial follow-up, ii) The strengthening of sustainable democratic governance in the North Americas, iii) The strengthening of organizations for development, iv) The promotion of gender equality and vulnerable groups, and v) OAS organizational strengthening. More specifically, the evaluation conducted a formative and summative evaluation in order to identify and analyze the design, implementation and management of the Plan and make recommendations as needed.
