Universalia carried out an evaluation of OCHA’s role in humanitarian civil-military coordination (CMCoord) for OCHA HQ. The objective of the evaluation was to determine OCHA’s effectiveness in carrying out the CMCoord function as well as best practices and lessons learned for forward looking recommendations to improve the CMCoord function. The evaluation included 5 field missions (Afghanistan, Colombia, Haiti, Somalia and South Sudan) and two desk reviews (Libya and Pakistan) in countries affected by both natural disasters and complex emergencies. In each of these countries OCHA worked with national, international and/or peacekeeping forces. In addition to these field missions, document analysis and three surveys of key stakeholders were carried out.
