The objective of the UNESCO Strategy for Action on Climate Change (SACC) is to enable Member States to take urgent action to combat climate change and its impacts through education, sciences, culture and communication and information. UNESCO’s SACC prioritizes actions contributing to gender equality, Africa, Small Island Developing States and the engagement of youth. It also aims to ensure that all actions are appropriately consistent with relevant action plans, policies and agreements developed and/or endorsed by UNESCO. Universalia is conducting a formative, theory-based, utilization-focused evaluation, which includes a participatory and gender-sensitive approach, to assess progress made by UNESCO towards reaching objectives of the SACC. The evaluation will provide a diversely perspective on the likelihood that outputs and outcomes will be reached by the end of the strategic period as well as provide guidance to UNESCO on whether and how to adjust its trajectory through course correction to favor the achievement of results. Guided by OECD-DAC criteria, the evaluation is assessing relevance, coherence, effectiveness, impact, efficiency and sustainability of the SACC.
