Universalia conducted a combined summative and formative, utilization focused evaluation of the UNICEF Jordan Country Programme for the period 2018-2002. The evaluation provided impartial and independent evidence to assist the Country Office and Jordan authorities and decision-makers to inform the next programming cycle. The evaluation aimed to ensure that the programme is both relevant and effective in meeting the needs of children and their families in Jordan, to enable better programming for UNICEF and the Government of Jordan on the way forward. Guided by OECD-DAC criteria, the evaluation assessed the relevance, coherence, efficiency, effectiveness, impact and sustainability of the CP as well as the humanitarian evaluation criteria of connectedness. Human rights and gender was also a focus of this evaluation.

The evaluation used qualitative data collection methods as well as quantitative methods. Information from the different lines of inquiry was triangulated to improve the reliability of the findings and to ensure that the recommendations were grounded in the reality. Data collection methods included document review, remote key stakeholder interviews, in-person key stakeholder interviews and focus group discussions. Deliverables included an Inception Report and a Draft and Final Evaluation Report.
