Using an organizational assessment model, Universalia undertook an assessment of ICHRDD and its programs including interviews with more than 60 people from 48 organizations in 25 countries. The review included two case studies on ICHRDD’s Women’s Program and Globalization and Human Rights Program. The final report was presented to Parliament of Canada. The Universalia review team analyzed relevant documents and interviewed people in the field and at the Centre, as well as experts in the field of women's rights, human rights and democratic development. Organizations such as Women Living Under Moslem Laws, Human Rights Watch and various Non-Governmental Organizations (NGOs) and Human Rights Commissions provided relevant data. The review required interaction with a complex network of stakeholders: Minister Axworthy, the Canadian International Development Agency (CIDA), DFAIT, the ICHRDD Board, President and staff and partner organizations in Canada and abroad.
