The main objective of this assignment was to make recommendations to enhance the quality of evaluations by conducting a meta-evaluation of the quality of decentralized evaluation reports and terms of reference against the OECD/DAC quality principles and standards.  A second objective was to provide recommendations to improve the results of Finland’s development cooperation by conducting a meta-analysis of selected quality decentralized evaluations.  The meta-analysis assessed if the MFA was doing the right things in the right way and analyzed the impact of its development cooperation to the extent possible.  A third underlying objective was to provide guidance on MFA evaluation capacity development services by comparing them to similar countries.
