Following a Settlement Agreement with the World Bank Group in 2009, Siemens AG set up the Siemens Integrity Initiative, a 100$M USD fund to finance projects that fight corruption and fraud in the world. To date, the Initiative has funded 55 projects in over 25 countries over two Funding Rounds, for a value of over $ 70 million USD. Universalia was selected to conduct the Mid-Term Review of the Initiative, with the aim of (a) reviewing the geographical and thematic distribution of the project portfolio, (b) reviewing projects’ progress towards results, and (c) assessing the collective contribution of the Integrity Initiative to the global fight against corruption and fraud. The review team assessed all 55 projects against a rating template and conducted deep-dive studies of 10 projects; consulted 63 stakeholders in person or by telephone; conducted an electronic survey of 149 stakeholders (39% response rate), and reviewed over 350 documents. The review resulted in a full internal report, a communications report for wider dissemination, and a presentation of review results to relevant actors in Siemens and the World Bank.
