CDB BNTF Team requested that operations audits be conducted in seven of the ten BNTF Offices (BNTFOs) to assess the extent to which each BNTFO’s governance structure, personnel, financial capability, management and monitoring and evaluation systems, and inter-institutional linkages allow it to achieve its mission and goals. The objectives of this consultancy were: i) to assess the operations of the BNTF Programme; ii) to determine the adequacy of the institutional framework to undertake the management, effective implementation and monitoring of the Programme in country offices in beneficiary countries; and iii) to make recommendations to ensure that resources are utilized in a manner that is consistent with the objectives of the BNTF, thereby informing future activities under the programme. The services provided included operations audits in the seven BNTFOs, face-to-face interviews with a wide range of stakeholders including the BNTFO staff, line ministries, contractors and consultants and focus groups with communities’ members where BNTF sub-projects were implemented.
