As part of the Country Program Action Plan (CPAP) development process, the UNICEF Philippines Country Office (PCO) contracted Universalia, following a competitive process, to conduct an evaluability assessment (EA) of the CPAP. The objectives of this assignment were i) to take stock of the evaluability of the UNICEF CPAP and identify any gaps or challenges to its evaluability; and ii) to provide recommendations to improve the design of the CPAP (including its Results Framework), and the design, implementation and use of its monitoring and reporting systems at the national and sub-national levels. Data collection methods included extensive document review and consultations with 20 individuals, both in person in Manila and over the telephone or via Skype. The EA resulted in a comprehensive report addressing the key assessment questions, and including a number of specific, action oriented recommendations to UNICEF PCO.
