Universalia was contracted by the Teaching Policy and Standards Branch of the Ontario Ministry of Education (TPSB) to conduct an Evaluability Assessment of Ontario’s Teacher Learning and Leadership Program (TLLP). The Teacher Learning and Leadership Program (TLLP) is an annual project based professional learning opportunity for experienced teachers (individuals and groups). The overarching goal of the program is to provide an opportunity for teachers to engage in advanced professional learning and to share their learning with others. This evaluability assessment focused on answering the following three overarching questions: 1) Is the TLLP being effectively implemented in the intended manner as outlined in the logic model and program profile? 2) Does the TLLP profile and logic model enable participants to realize their project outcomes effectively? and 3) Do the current data collection processes allow for accurate measurement of TLLP outcomes? These overarching questions, accompanied by 13 sub-questions, structured the conceptual framework created by Universalia for this evaluability assessment. This assessment was based on the analysis of three types of information: the program’s theory, consisting of the program’s profile and its logic model; the program’s information systems data; and findings from interviews with past participants and focus groups with the Ministry of Education and the Ontario Teachers Federation stakeholders.
