Universalia completes the Evaluation of the Rwanda AfDB Country Strategy and Program (2012-2021)

Universalia, in collaboration with a team of consultants, has recently led the completion of the Evaluation of the African Development Bank (AfDB) Country Strategy and Program (2012-2021)!

The purpose of the evaluation was to inform the design of the Bank’s next country strategy for Rwanda, and its objectives were to assess the contribution of the AfDB to development results in Rwanda, identify factors that enabled or limited success, and forward recommendations for future programs and strategies.

The evaluation entailed a review of the AfDB’s diverse portfolio of projects in the country, whose activities covered water supply and sanitation, energy, transport and the social sector. In addition to desk and portfolio reviews, the evaluation team also conducted six case studies of projects, interviews and focus group discussions (mostly virtual due to COVID-19), and made site visits to selected infrastructure projects with the help of national consultants.

The evaluation’s summary report and management response can be accessed here.

Congratulations to all colleagues involved!
