Universalia has been commissioned by the General Secretariat of the Organization of American States (GS/OAS) to conduct an External Evaluation of its Projects’ Effectiveness towards Strengthening of the Electoral Systems of OAS Member States. This summative evaluation of seven major capacity development projects spans a variety of approaches and countries in the Americas, and focuses on assessing the individual projects as well as the OAS’s organisational capacity to support its member states in strengthening their electoral institutions and processes.
