Katrina Rojas is a senior evaluator with more than 25 years of experience in international development. She specializes in institutional assessments and the evaluation of global programs and partnerships and has carried out numerous evaluations that required complex data collection and analysis at global, regional and country levels. Her evaluation work has encompassed diverse types of evaluations including project, program, portfolio level evaluation; organizational and policy/strategy evaluation; partnership evaluation; and meta-evaluation and synthesis evaluations. She draws on a range of methodological approaches including theory-based, realist, utilization-focussed, systems thinking and feminist approaches. Ms. Rojas has designed evaluations that are gender-responsive and based on a human rights-based approach. She has led several evaluations that focus on issues of gender equality. She has undertaken assignments for bilateral international cooperation agencies (Australia, Canada, Finland, the UK, and the Multilateral Organisation Performance Assessment Network), foundations (Rockefeller and Bill and Melinda Gates Foundation), international NGOs (IUCN), Multilateral Development Banks (CDB, ADB, IDB, World Bank), UN agencies (UN Women, UNICEF, WFP, UNCDF), and global funds and partnership programs (Global Partnership for Education, infoDev, and Water and Sanitation Program).

Prior to joining Universalia, Ms. Rojas coordinated planning and governance programs at Fundación Acceso, an NGO that provides training and technical assistance to civil society organizations in Central America. She is fluent in English, Spanish, and French.
