The evaluation was an end-of-cycle evaluation of the cooperation programme “Social protection and social inclusion in Latin North America and the Caribbean” implemented between 2010 and 2011 by ECLAC and the Swedish International Cooperation Agency (Sida) in Latin North America and the Caribbean and comprising four separate components or projects. The objective of this evaluation was to assess the efficiency, effectiveness, relevance, and sustainability of the project implementation and more particularly document the outcomes and results of the project attained in relation to its overall objectives and expected results as defined in the project document. The services included development of the evaluation methodology and data collection tools, including an online survey to the Programme counterparts; phone/Skype interviews in Spanish with key programme stakeholders (government representatives, experts, representatives of peer organizations; document review; presentation of preliminary and final evaluation findings, recommendations, and lessons learned; and reporting. The assignment was conducted in Spanish.
