Universalia undertook the review with a view to obtaining insights on the quality, use, and efficiency of the production cycle of the first three EFA Global Monitoring Reports. More specifically, the key objectives of the formative review, as defined in the Terms of Reference (ToRs) of the review were to assess the overall technical quality of the EFA GMR; identify the direct and practical uses of the EFA GMR among different stakeholders groups; assess the extent to which the first three editions of the report were efficiently conceived, managed, developed, produced and communicated; assess the extent to which the governance and operational structures are conducive to the development of quality reports; and identify lessons learned that will guide the production of future editions of the EFA GMR.
