Co-led by Universalia and our Nigerian in-country associate, this assignment evaluated the UNICEF Nigeria Country Office’s training investments between 2014 and 2016. The evaluation examined whether these investments were relevant, effective, efficient, and sustainable, and employs the Kirkpatrick 4-level standard for evaluating the effectiveness of training activities (Reaction, Learning, Behaviour, Results). The team developed a theory of change for training investments, and used a mixed-methods approach, including interviews, focus groups, and beneficiary surveys across all major regions of Nigeria.
