The Social Policy Reform in Transition Economies (SPRITE) training program was designed to build institutional capacity for analyzing social issues and implementing sustainable reforms in transition economies. Universalia co-lead a team of consultants in monitoring: 1) The program using results based methodologies; 2) Changes in the knowledge, skills, and attitudes that occur as a result of the seminars, workshops, end-of-workshop evaluations of participants’ knowledge and skills, and follow-up procedures for tracking; and 3) Changes in the performance of participants and in the units within which they work.
