CSEARHAP’s purpose is to strengthen the national response of Thailand, Vietnam, Cambodia and Lao PDR to reduce mobile populations’ vulnerability to HIV/AIDS in a regionally coordinated and gender-sensitive manner by implementing the Regional Strategy on HIV/AIDS and mobility as well as through associated country workplans. Universalia implements performance monitoring on an on-going basis and provides technical advisory services to CIDA at national and regional programming levels. For both components, the monitor reviews the validity and applicability of results frameworks and internal performance monitoring systems and provides detailed feedback to project managers and partners on how to improve their effectiveness. This includes the detailed review and analysis of workplans, budgets and reports, as well as on-going critique of risk management and monitoring strategies for both national capacity building and regional coordination efforts. As an advisor, Universalia provides CIDA with technical recommendations and input when required to help project managers improve achievement of outputs and outcomes, and enhance managerial performance.
